松鼠西卡和树洞塔蓬

 
1.

  森林里的雾气还没散 西卡就开始跳来跳去了  西卡当然
不是偷懒玩耍的松鼠 它只是不太合乎大部分松鼠们的作息
规律   别的松鼠睡觉时西卡可能在冷的林子里淅淅簌簌地
找松果 虽然在黑漆漆的夜里找松果不是什么好效率的事
西卡只是喜欢有时候等等月亮了

   而这也不算什么不寻常的惊异行为 西卡到底还是一只
普通勤勉地收集松果的松鼠  一样有茸茸的尾巴 深棕
褐顺的颜色  除了  比起别的松鼠来  可能多了点发呆的
时间  多了点晒阳光的嗜好来
  你知道  做为只灵动的松鼠 即使是呆在树上不动 眼睛
也该四处望望 寻找树上结的 地上掉落的松果呢  可西卡
呢 虽然你总看得到它在树林里动来动去的影子 也能瞥见
不少它静静的止在某个树枝上的时候  这种间歇并不太少
西卡的不专心常让它被某只鸟儿的招呼 某只虫儿爬过的
懒懒的神气  或某束晒在它身上的调皮阳光分了神

   林子里的季候不是那么明确的  树叶的颜色总是纷幻
多变  不同的叶子在不同的时候离开树 也总有不同的动
物在不同的时间里找个安静的地方睡觉  这样纷急混乱的
情况下 松鼠们有自己简单的原则  季节被分割为有松果
的和没松果的 于是所有的分工一样明确 在有松果的季节
里不停采集  在没有松果可摘可拣的季节里 就翻动储藏
好的松果 记得晾晒不让它们生坏 同时防范一切可能被
偷盗储藏物的危险
   这样 找很多的树洞分散的来储藏所集的松果  也是
松鼠们的习惯之一    幸运的是 森林里树洞总是不少
这是松鼠不用为之烦恼的天然法则

   西卡对待那些有重要作用的树洞的态度远远不如
它对林子里其它东西的好奇心来得厉害   不过 你
也知道 那些树洞们或大或小 都是一幅黑黑的模样
连西卡把松果一颗颗推进树洞的时候  他们的回应
也都是一样闷头闷脑的嗡沉一声  嗵  总是如此
甚至有些树洞年纪这么大 再大的松果推进去 他们也
一声不吭   他们懒于或是忘记说话了

   直到西卡遇见那个奇奇怪的树洞 西卡忘记怎么
撞见这么个树洞了  它只是找到一棵树 再对树问声
好要个树洞 就把一堆松果准备向里推了
   这是简单不动脑子的工作 西卡闭着眼睛 推了第
一个松果下去   “塔蓬”! 跳起来的西卡差点从
树枝上跌下去
    西卡的眼睛四周扫扫 冷天的大清早没什么新
访客 唯一的可能落在眼前的树洞上   小心翼翼地
试探着西卡慢慢推下去第二个 ——“塔蓬”
    哈哈 西卡高兴起来  把那小堆的松果 一个接
一个推进去  “塔蓬”——“塔卡”——“蓬”——
树洞发出不同的回应  松果掉的越来越快 而这只
奇怪的树洞仿佛从很长的睡眠里渐渐活泼起来
咕嘟嘟的声响跳跃着响个不停  在清静的树林早晨
惊醒搅乱了远远地方的空气

     诺  这样的相识 西卡终于看见一只与众不同
的树洞  而这只可爱的树洞 晓得好多森林故事的
树洞  说起话声音真是好听  讲的故事甚至比最年长
的松鼠爷爷还厉害

   树林里叶子哗啦啦地响  阳光照得它们的绿衣裳
闪闪发亮  西卡踩着树枝跳跳的走  树洞在它身边
唱起歌来了
     树洞叫 塔蓬  呵呵  西卡一直忘了叫它 西卡
总是迅迅地跑到树洞边 就哗啦啦地告诉它树林里
那只蜜蜂跳的华尔兹 哪只蚯蚓古怪的墨镜 哪只毛毛
虫一夜间偷来的漂亮衣裙    树洞很耐心的听着
偶尔小小纠正一下西卡惊诧里的夸张  而树洞讲起
故事来的时候 西卡也总能静静的 连闪来闪去的阳光
也安静下来了

     森林里下雪了  这是西卡出生后见的第一场雪
也许今年的西风突然来兴致走了小道 路过这个树林
西卡被从未有过的惊喜兴奋充溢满着 跑遍整个树林
然后发现 在雪覆满的白白的林子里 它找不到那个
熟悉的树洞了  西卡在林子空处的雪地上停住  颤抖
着不能念出塔蓬的名字

      西卡等了很久 至少它以为度过了很长雪白色
的日子  阳光仿佛在某一个清晨突然融化了所有积雪
林子的空地上 又现出湿褐的颜色来

     所有树木重新变得熟悉起来  西卡绕阿绕地在
树林里转 它看见了那根熟悉的树枝  它静静找到了
那个熟悉的树洞  洞口仍然有薄薄的一层雪  塔蓬
塔蓬很安静的度过一个冬天
   而洞边的叶子在风里簌簌吹起了响哨  西卡听着
听着  一滴晶莹的泪落在洞口  瞬时消释了薄雪

  很长时间 西卡才听到树洞里的回声  春天的种子
在黑暗温暖的洞里蕴育了 那是西卡和塔蓬在这混乱
树林里第一个明确的春天

 China’s top drug regulator gets death sentence

BEIJING – China’s former top drug regulator was sentenced to death Tuesday for taking bribes to approve untested medicines, as the country’s main quality control agency announced its first recall system targeting unsafe food products.

The developments are among the most dramatic steps Beijing has publicly taken to address domestic and international alarm over shoddy and unsafe Chinese goods — from pet-food ingredients and toothpaste mixed with industrial chemicals to tainted antibiotics.

The Beijing No. 1 Intermediate People’s Court convicted Zheng Xiaoyu for taking bribes in cash and gifts worth more than $832,000 when he was director of the State Food and Drug Administration, the official Xinhua News Agency said. The court then issued the death penalty, the report said.

A woman surnamed Liu who answered the telephone at the court’s duty office confirmed the report but declined to give additional details.

Zheng, who ran the drug administration from its creation in 1998 until he was fired in 2005, saw his power increase substantially in 2002 when the government required that all drugs be approved by the agency. The change resulted in a massive backlog, giving companies a strong incentive to find ways to expedite approvals.

In one instance, an antibiotic approved by Zheng’s agency killed at least 10 patients last year before it was taken off the market.

Also Tuesday, an official from the General Administration of Quality Supervision, Inspection and Quarantine said that the recall system will be part of a new regulation crafted by the agency and will be implemented by the end of the year.

“All domestic and foreign food producers and distributors will be obliged to follow the system,” Wu Jianping, director general of the administration’s food production and supervision department, was quoted as saying in the state-run China Daily newspaper.

The recall system would be put in place gradually and will focus on “potentially dangerous and unapproved food products” the report said.

The report did not provide further details and the inspection agency refused comment.

Current regulations on product inspection, issued in 2002, mention the need for a food recall system, the China Daily said, but the issue has not been systematically addressed.

Tainted pet food ingredients
Concern over Chinese exports has been increasing as more instances of poor hygiene and the use of banned substances are uncovered.

Pet-food ingredients, spiked with the chemical melamine and related compounds, have been blamed in the deaths of dogs and cats in North America. The U.S. government has stopped all Chinese toothpaste imports after reports that some products sold in Australia, the Dominican Republic and Panama were tainted with diethylene glycol, a chemical commonly used in antifreeze and brake fluid.

The U.S. Food and Drug Administration also warned consumers not to buy or eat imported fish from China labeled as monkfish because it might actually be pufferfish, which contains a potentially deadly toxin called tetrodotoxin.

The warning came days after three southern U.S. states banned imports of catfish from China because they contained traces of antibiotics the FDA says have never been approved for use in aquaculture.

The China Daily also said that the State Food and Drug Administration, Zheng’s agency, plans to blacklist food producers who break rules.

The administration launched a nationwide campaign Monday on drug-safety inspection, sending a total of 90 officials to 15 provinces over the next two weeks, the newspaper said.

Food-safety record
The Chinese leadership also has been battling a dismal food-safety record within the country. China’s Health Ministry reported almost 34,000 food-related illnesses in 2005, with spoiled food accounting for the largest number.

According to The Outlook Weekly, a magazine published by the Chinese government’s news agency, a survey by the quality inspection administration found that a third of China’s 450,000 food production companies had no licenses.

Also, 60 percent of the total did not conduct safety tests or have the capability to do so, the survey found.

WASHINGTON – The White House said Tuesday that “all options are on the table” about the leadership of the World Bank, even as it defended embattled President Paul Wolfowitz as he fights conflict-of-interest charges.

Wolfowitz maintains that he acted in good faith in arranging a generous pay package for his girlfriend and is waging a vigorous fight to keep running the institution. Prior to Wolfowitz’s appearance before the bank’s 24-member board late Tuesday afternoon, his attorney, Robert Bennett, said: “We look forward to a fair hearing.”

The board, whose proceedings are carried out behind closed doors, ultimately will decide what actions to take against him.

“We have faith in Paul Wolfowitz,” White House spokesman Tony Snow said. He insisted that the charges against Wolfowitz are not “a firing offense.”

Only after the charges against Wolfowitz are resolved, he said, would it then be appropriate to consider the bank’s leadership going forward.

“Separately, at some point in the future there are going to be conversations about the proper stewardship of the World Bank,” Snow said. “In that sense … all options are on the table.”

It was unclear whether this rhetorical shift signaled a weakening of support at the White House for Wolfowitz, or more of an attempt to calm European allies who are clamoring for him to step aside. Promising future conversations, and separating them from the process of determining Wolfowitz’s fate based upon the pay package issue, could give those speaking against Wolfowitz the sense that their concerns will be addressed at some point.

Snow’s comments came a day after a special bank panel concluded that Wolfowitz broke bank rules in his handling of the pay package. It said the board must consider whether Wolfowitz “will be able to provide the leadership” to ensure that the bank achieves its mission of fighting poverty around the world.

In a response, Wolfowitz said, “It is highly unfair and unwarranted to now find that I engaged in a conflict of interest because I relied on the advice of the ethics committee as best I understood it.”

A conference call — convened by the United States — among officials from the world’s seven most industrialized countries failed to produce a consensus on the White House’s call for the Wolfowitz conflict of issue charge to be handled separately from the bank’s future leadership. Only Japan backed the United States. The other countries on the call were Canada, Italy, France, Germany and Britain.

The controversy that has put Wolfowitz’s job in jeopardy involves his handling of the 2005 compensation package for his girlfriend, Shaha Riza, a bank employee.

The special panel bank panel said that Wolfowitz’s involvement in the details of Riza’s salary “went beyond the informal advice” given by the ethics committee and that he “engaged in a de facto conflict of interest.”

Under Wolfowitz’s contract as well as the code of conduct for board officials, he was required to avoid any conflict of interest, the report said.

Riza worked for the bank before Wolfowitz took over as president in June 2005. She was moved to the State Department to avoid a conflict of interest, but stayed on the bank’s payroll. Her salary went from close to $133,000 to $180,000. With subsequent raises, it eventually rose to $193,590. The panel concluded that the salary increase Riza received “at Mr. Wolfowitz’s direction was in excess of the range” allowed under bank rules.

Wolfowitz had served as the No. 2 official at the Pentagon and played a lead role in mapping out the U.S.-led war in Iraq before taking over the bank nearly two years ago.

European members are pushing for Wolfowitz to resign. The United States is the bank’s largest shareholder. Bush tapped Wolfowitz for the job, a move that was approved by the bank’s board even though Europeans didn’t like him because of his role in the Iraq war.

The White House believes that the controversy that has embroiled Wolfowitz is rooted not as much in what he did, but in his role as a key architect of the Iraq war. This proxy fight has made the president more determined to stand behind Wolfowitz, unless the facts make it absolutely clear that his behavior was egregious, a senior administration official said. The official was not authorized to speak publicly on the matter and thus spoke only on the condition of anonymity.

Secretary of State Condoleezza Rice and Treasury Secretary Henry Paulson also said they don’t think the facts in the conflict-of-interest case merit Wolfowitz’s dismissal.

“It doesn’t seem to be the kind of thing that you would want to see the dismissal of the World Bank president over,” Rice said. “I hope it will be resolved in a way that is true to what really happened there but also strengthens the bank, which is a really important institution.”

By tradition, the World Bank has been run by an American. The Bush administration wants to keep that decades-old practice firmly intact in any discussions about the bank’s future leadership.

WASHINGTON (AP) – Embattled World Bank President Paul Wolfowitz deserves a “fair process and a fair hearing of the facts” surrounding his involvement in arranging a promotion and pay package for his girlfriend, the White House said Wednesday.

The comments from presidential counselor Dan Bartlett came as the international lending institution’s 24-member board edged closer to a decision on Wolfowitz’s fate.

The controversy over Wolfowitz’s handling of the 2005 promotion and compensation package for bank employee Shaha Riza has prompted calls for his resignation.

Wolfowitz attorney, Robert Bennett, has been pressing the bank to have more time for his client to defend himself. Specifically he wants more time to respond to a report by a special bank panel that accuses Wolfowitz of circumventing bank rules when he arranged for the compensation package.

Bartlett said the administration is not passing judgment yet on the facts in Wolfowitz’s case. “We are in the middle of a process right now,” he said. “What is important is a fair process and a fair hearing of the facts.”

Wolfowitz on Sunday night received more than 600 pages of materials from the special panel, which he needs to thoroughly review before coming up with his response. Bennett has argued that Wolfowitz should have at least 5 business days to respond, consistent with bank rules.

Bennett also has complained about leaks about the special panel’s findings in the Wolfowitz case earlier in the week. He called that “very harmful, not just to Mr. Wolfowitz personally but to the institution.”

The bank’s board will decide soon what action should be taken, and a range of disciplinary options has been discussed. It could fire Wolfowitz, ask him to resign, signal that it lacks confidence in his leadership or reprimand him.

White House press secretary Tony Snow on Wednesday sought to debunk any notion that President Bush’s support for Wolfowitz had weakened. “We still support him fully,” Snow said.

Snow on Tuesday had referred most questions about Wolfowitz’s future to the World Bank and to the Treasury Department. But on Wednesday Snow said that shouldn’t have been read as any wavering of support for Wolfowitz. “This is not hanging Paul Wolfowitz out to dry,” he said.

France, meanwhile, wants a speedy resolution.

“We hope that the supervisory board meets quickly to speak out based on this report and any observations that Mr. Wolfowitz could provide,” French Foreign Ministry spokesman Jean-Baptiste Mattei said Wednesday.

“Our concern is ensuring the good work of the World Bank, its mission in the service of development and the fight against poverty,” he said.

Riza worked for the bank before Wolfowitz took over in June 2005. She was moved to the State Department to avoid a conflict of interest but stayed on the bank’s payroll. Her salary rose from close to $133,000 to $193,590, after pay raises.

记得林一峰, 是因为他一张专辑的名字, " 林一峰的床头歌 ", 这样的名字其实有一点女孩子的活泼和私性的,
所以一眼看上去, 先抢了我一个注意力. 就好像女孩子在床头喜欢折腾点粉红的毛茸茸的小玩意, “床头的歌”
是一种温柔的私藏. 或者来点书生气, 堆卷于床头, 那几本书必定是, 即使不是常读, 也愿在私默的夜里, 随手

生平介绍:林一峰,香港唱作歌手。毕业于香港城市大学日本商业研究。从来没有受过正式的音乐训练,弹结他、作曲、写词皆无师自通,小时候学结他、写音乐是为了兴趣,但是目标是成为作家。于2002年以《The Best is yet to Come》一曲成名,另外《The Best is yet to Come》亦于当时开解了不少人。
